"Location" in what sense? Longitude/latitude?
All I need to be able to identify is which timezone a location is in on a particular date. THIS is where the shape files defining ISO3166 codes can be useful
If you're talking about using the tzdb, and you have a location in the form of a longitude/latitude, what you want are shape files defining *tzdb zones*, not shape files defining areas labeled with ISO 3166 codes: http://efele.net/maps/tz/world/
