[tz] tzdata2016g.tar.gz\Makefile has a bug

      Hello.

"Makefile" from tzdata2016g.tar.gz has the line:

     Version= unknown

I think this is a bug.
At least, it disrupts Oracle's tzupdater (ver.2.1.0).
