The Sunday-to-Sunday DST suspension surrounding Ramadan, in effect in Morocco since 2015, was reflected in commit https://github.com/eggert/tz/commit/7f98dbf64f769b4591b0bab5453cc71b659cecd0 in our experimental repository and has been published since release 2015e of tz.  (The latest version is 2016d.)
