At the page http://www.twinsun.com/tz/tz-link.htm there is a reference to FTP distribution location from where tz db can be downloaded.

Currently the folder ftp://elsie.nci.nih.gov/pub is empty.

Could you please fix the ftp location link to enable downloading the db?
