UN is never meant to be what you claim. The main function of UN is to maintain peace and security of the world, and in many cases it mean appeasing the vision of some country over others, for example the unrecognition of Taiwan. Data in tz database have already been depoliticalized by not including any reference to countries in identifier names. It would be politicalizing if you try to apply the standard of UN on to it, which must not be mistaken the United Nation is in itself a political organization.
