Thanks.  But Kuwait is normally UTC+3, so UTC+2 would be the wrong direction for DST.  It should be UTC+4.

Or are you saying they would advance two hours to UTC+5?

This is a bill suggesting adopting DST, +2 hours, between first day of April and last day of September of each year, the tweet wrongfully says August.

It seems that it did pass in the Parliament, but waiting approval from prince Sabbah.
