Looks like this file didn't made into the release tarballs.

Thanks for reporting that. Although SECURITY was introduced so that <https://github.com/eggert/tz/security> would work as GitHub users expect, it should also be put into the tarball and I forgot to do that. I installed the attached into the development repository.
