Understood.  From the looks of it, state names are only used when the state itself doesn't adhere to a single timezone. North Dakota, Kentucky, Indiana, etc.

Not if the rest of the Pacific time zone decides not to change. In that
case, we'd need to create America/Seattle etc. We'd prefer city names to
state names, as that's the convention.
