That's just it, the patch is experimental.  I think 2019a is reasonably "as close as we can get and have any hope of reliably disseminating in advance".  At this point, any further release prior to the time change would be just as speculative.  We may well be in "wait and see" territory before an eventual new release might better be able to reflect what actually happened on the ground.
