i opened this PR on GitHub and I've been told I need to contact you, and specifically Paul Eggert, to fix it.

The fix should replace the Ukrainian city Kiev with the official name Kyiv, put Kiev in the legacy zone and add Kyiv to a new zone (per Rogier Schouten)

Can u pls help me fix that?
