I would like to argue against the use of markup or html entities or anything similar. The comments in the files aren't going to be rendered for display by some other application - the direct viewing of the plain text is all that there is, and it can and should display correctly.

In addition to those already mentioned, my preferred text editor is
not capable.  I suspect that consensus on 8 bits requires a few more
of us to die first.
