Some Makivvik staff, including President Pita Aatami, discussed this on Facebook and on some community radio stations.

This is an important clarification regarding the upcoming time change. Nunavik will be going ahead with the time change this weekend, and next year will mark the shift to year-round Daylight Saving Time.

As for the logistics of where Makivvik is at with making it officially with TZDB, that's something I can't speak to. 
But I am curious to hear where this ends up, so if things change, do let me know.

I've been in contact with a Makivvik staffer, most recently last month.
My understanding is that although they are still interested in making
the change, it's not a done deal and some more work would be needed
before it'd be official. So in that sense Wat's CBC story last November
was a bit premature. This is why we have not updated TZDB re Nunavik, at
least not yet.
