I just released a little public domain utility I wrote to dump the raw values from zic-compiled binary files.  This mainly aids anyone writing a zoneinfo reader who wants to easily view the binary structure and/or anyone creating contextual diffs from binary files.  I'm posting it here in case anyone else finds it useful or wants to include it in tzcode.
