You can see the transitions for Europe/Zagreb between 1940 and 1946
(according to the tz data installed on your system) like this :-
    zdump -v -c1940,1946 Europe/Zagreb

For each transition, that will show the time (UTC and local) one second
before and at the transition.  In between those transitions, the offset
and time zone abbreviation remain the same.

That should help you isolate whether you have a problem with the tz data
installed on your system, or with Firefox's interpretation of tz data.
If the offset in Firefox disagrees with the offset in zdump and Firefox
is supposed to use tz data then Firefox has a bug.

PS: The "Europe/Zagreb" argument to zdump is a time zone name (like you
would put in $TZ) not a file name.
