Hmmm, at least T&D says Crozet is UTC+5 while TZDB says UTC+4. Which is in error?

If UTC+5, then it would align with Indian/Kerguelen I think. Geographically and politically, this seems to make more sense than Indian/Reunion. Can't seem to find an authoritative reference.

The commentary in 'africa' says Crozet can use TZ='Indian/Reunion', so
we don't need a separate Zone entry for the Crozet Islands. If this
isn't correct please let us know the details.
