According to the patch applied earlier this year it was (originally) scheduled for October 9, 2011.

This was discussed (by me!) sometime around late March when the change was made; I submitted a patch which was accepted at that time which changed the DST off time to May and the DST on time to August. From the current file (tzdata2011h):
