The previous decree sounded more like a "this year only" rule, even though it was meant to be a permanent rule: cuarto domingo del mes de marzo del presente año - fourth Sunday of March of this year
Now it is better written: cuarto domingo del mes de marzo de cada año - fourth Sunday of March of every year
I guess that was it.
I think that the new decree number should be included anyway.

The decree issued doesn't really chance any rule (fortunately), so it should only be a commentary addition. Decree 1264 can be found at:
