It's not clear to me that resolving this is actually a necessity or a priority.  Presumably those selecting a zone are familiar with the geography of the region(s) they are interested in.

Standardizing the comments somewhat might be helpful, but I would be hesitant to enforce a strict structure on these comments, as there always seem to be exceptions that arise.
