As far as I can remember it was in PowerToys, not KernelToys. KernelToys are for the
W95 kernel and you can (I did, to my cost) do a reasonable amount of damage to the
NT kernel if you try to install kerneltoys on NT.

Powertoys, on the other hand, work quite nicely under NT and give you some nice
features. Unfortunately however, the Timezone utility doesn't, however, work on NT.
