According to this, Chile will not have a time change at all in 2015 (or beyond):

The title translates as "Time change (Daylight Savings Time change) is suspended indefinitely".  From the article continental Chile will stay at 3 hours West of GMT (GMT-3), and the islands will stay at 5 hours West (GMT-5).
