The TZ update process here has no formal recognition of governments (any governments).  Still, statements from governments, however they reach this group, tend to carry a lot of weight.

That may be hard to enforce.  I am in Singapore, so what happens if I write to this list with information on the time in Hebron, or whether Gaza and Ramallah have the same DST date or not?  I would be unauthorised to address IANA and request an update.
