I have updated the maps of the TZ timezones presented at <http://efele.net/maps/tz>:

- in sync with 2009r
- antarctica is now handled (that leaves only Greenland that is not dealt with)
- better processing to produce the maps, resulting in better quality
- addition of terms of use (everything is CC0; i.e. whatever I had a right to is now in the public domain)

I am sure there are some glitches; please let me know.
