The government of the Republic of the Sudan also consistently spells the name of the country with the definite article in English (at least on visa stickers and related paperwork I have archived). The use of the definite article in a sample of English language publications is less consistent though.
I haven't seen the government express a preference anywhere. But I've not looked very hard.
