This is Amar Devegowda from IBM India Software Labs.
I sent this mail to tz@lecserver.nci.nih.gov couple of times and got bounced and now I am sending it directly to you.

I downloaded the tzdata2006p.tar.gz  and found that the time zone rules for Istanbul, Turkey (File name: europe in tzdata2006p.tar.gz) are outdated.   The time zone rules for Istanbul, Turkey have not been changed for years now.  It seems like that it was last updated in year 1985 or so.  

The latest rules are available at -

We have customers reporting problems to us stating that our Java has got outdated time zone rules for Istanbul, Turkey.  Hence, could you please update the time zone database with the new rules for Istanbul, Turkey ?
