All the Canadian data changes are already in tzdata2007a, yes. Only comments will need to be updated, since we now have more-official sources for the data in the form of pointers to Canadian legislation.
Currently the only data changes in the queue are Turkey's DST transition times (which are off by a couple of hours, and have been for years apparently) and Easter Island time between 1890 and 1932. But I wouldn't be surprised if other things pop up by March. The obvious candidates include Cuba, Haiti, Mexico, and Turks and Caicos.
