Paul,

Any particular reason this one-day deviation in 2014 is treated so differently from the similar one-day deviation in 2011?  I don't have a strong opinion right now as to whether these are handled as new Turkey rules or as breaks from the EU rules, but I feel the two circumstances should at least be handled consistently, if only for clarity's sake.
