This changes was in the 2018f release.   I found a more official statement from the Ministry of Energy here:
https://www.gob.cl/noticias/ministerio-de-energia-anuncia-nuevo-regimen-horario-partir-de-2019/

But unlike other Chilean tz/dst changes, I have yet to see a published decree in searching https://www.leychile.cl/ or http://www.diariooficial.interior.gob.cl/

Hopefully this is just pending still.   I would appreciate if someone fluent in Spanish could ask the Ministry of Energy if there is a decree forthcoming to back up their announcement?

Thanks,
Matt
