According to the spec, TO = "only" is equivalent to saying that the TO value equals the FROM value. Are you saying that is not true? If it isn't true, what does the "only" value mean?

Those two rules tell you that in 1942 DST was instituted, and in 1945
the abbreviation was changed from W to P time.  The implication is
that 1943 and 1944 the rules were the same as in late 1942.
