If the zone tables had a UTC entry perhaps many of these systems would offer it as well; then we could stop shrugging. In the sources I've seen, they either use the tzdb zone tables directly or they have a conversion table that translates a larger selection to the tzdb zone table entries.

Where would you expect to find it in a geographically arranged catalog? The only answer is the prime meridian, the same page London would be on.
