Today has been publishied the official report for the DST change for Chile, includes rules until May of 2019

GMT --04 : Starts at second Saturday of May at 24:00 Hrs
GMT --03 : Starts at second Saturday of August at 24:00 Hrs (Summer Time)

Thanks for catching those problems. I forgot to push my incorrect Chile
change, so I took the liberty of fixing it up as per your fixes and
pushing the attached combined proposed patch instead.
