This matter has come up in the past; one approach floated in the past was to use the differing Anglicizations of translations from two languages used in the area.

In the past, there was a claim that creating two zones would worsen a fraught political situation; there was no counter-claim, so no action was taken. The situation may well be different now, or the claims may be different; even if they're the same, the response may be different.
