I don’t think his email is invalid.  He’s not proposing a different timezone, he’s just making an observation of the map and quoting something from Quora.  What he has observed though is that there are many locations in the world where parts of a country sit across a neighbouring timezone without observing that timezone.  I think though that there is no place for those discussions on this group.
