see below the current file what I want to return back the time and set a new rule in 2014 to change the time like previous years.

Also is there any new time zone file will be generated for that

Presumably we're talking about Asia/Amman.  Do you have a pointer or two to a publication that indicates the official change?

Don't apply the patch directly as I've monkeyed with tabs so you could get an appropriate view.
