I'd guess almost every modern system except Windows. Including mobile devices, 1B is probably low. 

Moreover, simply a count of computers doesn't tell the real story. For example, someone can be on Windows but if they are using Google services, they are using the tz database on Google's servers.

I'd guess a billion computer systems now, with
one or two million activated per day.  This compares
to a world population of about seven billion people,
with about a third of a million babies born every day.
At this rate it won't be too long before the lines cross.

I should emphasize, though, that the computer counts
and projections are merely guesses.
