That is actually correct, I checked the Palestinian Central Bereau of Statistics (https://www.pcbs.gov.ps/site/lang__en/803/default.aspx) and found the following 2021 projected mid-year population:
  • Jerusalem (J1, or East Jerusalem): 304,444
  • Hebron (Al Khalil): 221,136
  • Gaza: 645,576

Hebron isn't the most populous town (that would be East Jerusalem, I
think), but it is the most populous governorate.
