These are based on Mariano Absatz's patch; I've added a credit for Mariano, anchored the URLs, and preserved the ordering of zones in the southamerica fi= le (to minimize differences with the current version). (In the future, we may wa= nt to revisit Argentina to remove now-superfluous comments and reorder the zones.) Regarding the earlier complaints, would it be better to change max to
only since the future years are unknown, or is there a technical requirement
for a 'max' to exist?
