Since clocks are due to change with the year, these changes will appear
in the ftp archive this coming Monday (2009-12-28) unless problems are found.

Perhaps we should properly create a DST rule for Dhaka? Seems like =20
this could potentially be a regular occurance, since the news mentions =20
DST will be turned off again 7 months after March 31st on Oct 31, 2010.
