Below find proposed time zone package changes; the executive summary: * Makefile Change LOCALTIME default from "Factory" to "GMT"; do not compile "factory" file (but keep it in the distribution). * Theory Remove reference to "Factory" zone. * australasia Change end of DST in Samoa in 2011 from 2011-04-03 0:00 to 2011-04-03 1:00 (thanks to Raymond Hughes for a reference). * localtime.c Initialize ttinfo structures filled by tzparse (thanks to Ravindra for reporting a valgrind warning). * zic.c Fix generation of POSIX strings for zones with rules using "weekday<=n" forms of dates (thanks to Lei Liu for finding the problem). Also, limit output for non-POSIX-specificable zones defined to follow the same rules every year. (Note that no zones of either of the above types appear in the distribution; these changes cater to add-on zones). These changes arrange things so that binary files include "transition" entries for minimum time values; these entries eliminate localtime guesswork in handling low-valued time stamps. The bad news: binary files grow slightly as a result of these changes. My translation of the cited article: "... the new time zone will come into effect at two o'clock on the first Sunday of February, when we will have to advance the clock one hour from its current time, ... "Federal deputy Lizbeth Gamboa Song stated that a new change for the month of April is not considered as yet, given that only the State will advance to summer time. "Nevertheless, the deputy noted that Summer Time has applied in Mexico since 1996, to which all entities of the federation adhere, advancing their clocks one hour. In addition, she noted that it is yet unknown whether Quintana Roo will participate in a further change, but if so, the authorities will officially publish that fact in due time." My Spanish is not native level, but I think the article makes it clear that the decision about DST for Quintana Roo has not yet been made. This file is maintained by NIST, and the current version has trailing white space, and has a checksum making it inadvisable for us to remove the trailing white space in our copy. The 2015a release of the tz code and data is available. It reflects the following changes, which were either circulated on the tz mailing list or are relatively minor technical or administrative changes: Changes affecting future time stamps The Mexican state of Quintana Roo, represented by America/Cancun, will shift from Central Time with DST to Eastern Time without DST on 2015-02-01 at 02:00. (Thanks to Steffen Thorsen and Gwillim Law.) Chile will not change clocks in April or thereafter; its new standard time will be its old daylight saving time. This affects America/Santiago, Pacific/Easter, and Antarctica/Palmer. (Thanks to Juan Correa.) New leap second 2015-06-30 23:59:60 UTC as per IERS Bulletin C 49. (Thanks to Tim Parenti.) Changes affecting past time stamps Iceland observed DST in 1919 and 1921, and its 1939 fallback transition was Oct. 29, not Nov. 29. Remove incorrect data from Shanks about time in Iceland between 1837 and 1908. Some more zones have been turned into links, when they differed from existing zones only for older time stamps. As usual, these changes affect UTC offsets in pre-1970 time stamps only. Their old contents have been moved to the 'backzone' file. The affected zones are: Asia/Aden, Asia/Bahrain, Asia/Kuwait, and Asia/Muscat. Changes affecting code tzalloc now scrubs time zone abbreviations compatibly with the way that tzset always has, by replacing invalid bytes with '_' and by shortening too-long abbreviations. tzselect ports to POSIX awk implementations, no longer mishandles POSIX TZ settings when GNU awk is used, and reports POSIX TZ settings to the user. (Thanks to Stefan Kuhn.) Changes affecting build procedure 'make check' now checks for links to links in the data. One such link (for Africa/Asmera) has been fixed. Malaysia's foreign minister Datuk Seri Anifah Aman has revived a proposal that all ten countries in ASEAN use the same time zone, presumably UTC+8, which would be abbreviated "ACT". According to this, Chile will not have a time change at all in 2015 (or beyond): http://www.gob.cl/2015/01/28/ministerio-de-energia-da-conocer-modificacione… The title translates as "Time change (Daylight Savings Time change) is suspended indefinitely". From the article continental Chile will stay at 3 hours West of GMT (GMT-3), and the islands will stay at 5 hours West (GMT-5). The Mexican state of Quintana Roo will likely change to EST in 2015, by not going back from DST in October 2015. Its a bit unclear if they will still observe DST the years after.
