I have investigated the timezones around 1970 on the http://www.astro.com/atlas site, and here are the results. I am attaching a GIF file of the map I have built based on this information. The red borders are the modern-time administrative borders, while the green lines are the timezone borders I have determined, note that some of them are partially hidden behind the red lines. There are no big surprises. Most timezones follow modern-day administrative boundaries, with the exceptions being Xinjiang, Xizang (Tibet), Qinghai, Gansu, Nei Mongol (Inner Mongolia) and Guangdong. There was an exception in Heliongjiang region on GMT+8.5 where the northern-most county Mohe is on GMT+8. A few other exceptions were two counties on the Sichuan side of the Xizang - Sichuan border, counties Dege and Baiyu which lies on the Sichuan side and are therefore supposed to be GMT+7, Xizang region being GMT+6, but Dege county is GMT+8 according to astro.com while Baiyu county is GMT+6 (could be true), for the moment I am assuming that those two counties are mistakes in the astro.com data. The biggest surprise was that region Guangdong were dived in 3 timezones, a south/west part on GMT+6 (counties Xuwen, Haikang, Suixi, Lianjiang, Zhanjiang, Wuchuan, Huazhou, Gaozhou, Maoming, Dianbai, Xinyi) a central part on GMT+7 (counties Yangchun, Yangjiang, Taishan, Kaiping, Xinxing, Luoding, Yu'nan, Yunfu, Taishan, Deqing and Enping) and a north/east part on GMT+8 with the rest of the counties. Zone Asia/Harbin on GMT+8.5: regions Heilongjiang (minus Mohe) and Jilin. Zone Asia/Shanghai on GMT+8: regions east Nei Mongol, Liaoning, Hebei + Beijing, Shanxi, Shandong, Henan, Jiangsu, Anhui, Shanghai, Zhejiang, Hubei, Hunan, Jiangxi, Fujian, north/east Guangdong and Mohe county of Heilongjiang. Zone Asia/Chongqing on GMT+7: regions west Nei Mongol, Ningxia, Shaanxi, east Gansu, west Qinghai, Sichuan, Guizhou, Guangxi, Yunnan, Hainan island and the central part of Guangdong province. Zone Asia/Urumqi on GMT+6: regions east Xinjiang, west Gansu (counties Dunhuang, Aksay, Anxi, Subei), west Qinghai, east Xizang (Tibet) and east Guangdong. Zone Asia/Kashgar on GMT+5: regions west Xinjiang, west Xizang. Olsen DB implementation issues

Greetings, Any assistance and/or further leads on this matter would be greatly appreciated. I have some issues with implementing DST rules from the Olsen DB via the data fetched from the JRE 6.0 Olsen says that DST change in Central Europe is at 1am, however in Germany and all other countries in this time zone convention says it is always at 3am, when the time moves to 2am Central European Time [Europe/Paris, UTC+1hrs] Olsen/JRE DST end rule >>>> Last Sunday of Oct at 0100 hrs MicroSoft DST end rule >>>> 26/10/2008 03:00 (apparently correct also) This appears to be the Olsen DB in error, or are the Olsen times actually in UTC? This would explain as at that time UTC 0100 would in fact be CET 0300 at the point when CET is rolled back one hour? Brazil changes - new "perennial" DST rules

Acording to this decree http://www.planalto.gov.br/ccivil_03/_Ato2007-2010/2008/Decreto/D6558.htm The DST period in Brazil now on will be from the 3rd Oct Sunday to the 3rd Feb Sunday. There is an exception on the return date when this is the Carnival Sunday then the return date will be the next Sunday. Attached proposed diffs for the current Southamerica file and a script to calculate the exceptions. Regards, Frederico Neves

Uncertain usage/scope of a possibly standard timezone name 'MEZ-1MSZ'

Hello, I'm not a member of the distribution list, although I believe my enquiry is covered by its scope, and I wonder whether you might be able to circulate my enquiry (and return any replies) as my own research has failed to identify an answer. I'm trying to service a request to recognise the standard timezone name of 'MEZ-1MSZ', but I've so far not found any documentation to support or define the scope if this is an acceptable POSIX TZ value and a standard timezone name. The suggestion has been made that MSZ is a widely(?) employed alias (in some region(s) of the Gernan speaking world?) for MESZ that is standardly defined for "Mitteleuropäische Sommerzeit" (GMT+0200); MEZ being an accepted acronym for "Mitteleuropäische Zeit". And, I whilst I can find instances for the use of the standard(?) 'MEZ-1MSZ-2' I have been unsuccessful in locating any equivalence for 'MEZ-1MSZ' itself. Is MSZ equivalent and a widely accepted acronym matching MESZ, and if so where and how typical is its use? How does it differ to the 'MEZ-1MSZ-2' standard? Can you/anyone advise on the practice of employing 'MEZ-1MSZ' as a POSIX TZ value or indeed how prevalent its use is, or in which region (likely related to honouring DST somewhere in the vicinity of Berlin?) and whether this is directly equivalent to other common/standard names, such as CET-1CEST? What should its Olson equivalent be? Geographical extent of some tz timezones

I am trying to clarify the geographical extent of tz timezones. For the most part, the data files provide this information, but there are a few cases which are not entirely clear. Here are a few questions; once we figure out the answers, I'll be happy to propose updates to the tz files to capture the results (in comments, of course). Thanks in advance, Eric. --- Democratic Republic of Congo. Is it correct that: The zone Africa/Kinshasa covers the (pre-2009) provinces of Bas-Congo, Kinshasa, Bandundu, and Equateur. The zone Africa/Lubumbashi covers the remainder of the Democratic Republic of Congo. ---- Kazakhstan, using the names at <http://en.wikipedia.org/wiki/Kazakstan#Provinces>. Is it correct that: Asia/Almaty = Kostanay, Karagandy, South Kaz and everything east of them Asia/Qyzylorda = Kyzylorda Asia/Aqtobe = Aktobe Asia/Aqtau = Mangystau Asia/Oral = West Kazakhstan The Atyrau province is not mentioned explictly, and given its location, it should be in one of the last three time zones, but which one? --- Indonesia. Is it correct that: Asia/Jakarta is the island of Sumatra, the island of Java. Asia/Pontianak is the provinces of West Kalimantan (Kalimantan Barat) and Central Kalimantan (Kalimantan Tengah). Asia/Makassar is the island of Sulawesi, the Lesser Sunda islands (Bali, East Nusa Tenggara, West Nusa Tenggara), the provinces of East Kalimantan, South Kalimantan. Asia/Jayapura is the provinces of Maluku, North Maluku, Papua and West Papua. --- Uzbekistan. What is the boundary between Asia/Samarkand and Asia/Tashkent? --- Marshall Islands. What is the division into Pacific/Majuro and Pacific/Kwajalein? is the later just the Kwajalein island, as this 1993 NY Times article suggests? <http://query.nytimes.com/gst/fullpage.html?res=9F0CE1D6163EF931A1575BC0A965…> --- Ukraine: what is the division of Ukraine in its four time zones, preferably in terms of the administrative divisions (e.g. <http://en.wikipedia.org/wiki/Administrative_divisions_of_Ukraine>)? --- Spain: Does the Africa/Ceuta timezone apply to all the "Plazas de soberania" or just to Ceuta proper? If the later, what is the time zone for the other places? (See <http://en.wikipedia.org/wiki/Plaza_de_soberan%C3%ADa> for a map.) --- China: the descriptions of Asia/Chongqing and Asia/Urumqui both include "west Qinghai". Shouldn't it be "east Qinghai" for Asia/Chongqing? The Asia/Urumqi zone is described as including counties of Guangdong. That seems awfully far to the east of the other areas included in that time zone. Inner Mongolia is divided between Asia/Chongqing and Asia/Shanghai. What is the division in terms of the administrative regions at <http://en.wikipedia.org/wiki/List_of_administrative_divisions_of_Inner_Mong…>? Tibet and Xinjiang are divided between Asia/Urumqi and Asia/Kashgar. What is their division in terms of the administrative regions at <http://en.wikipedia.org/wiki/List_of_administrative_divisions_of_Tibet_Auto…> and <http://en.wikipedia.org/wiki/List_of_administrative_divisions_of_Xinjiang>? --- Greenland and Antartica: what would good areas for the zones? Should they be narrow (i.e. around "inhabited" places) or wide (i.e. form a partition of the land)? --- PS. I am still nibbling at a shapefile of tz timezones for the world, which I will make available eventually. Right now, I managed to reconstruct the bulk of it from the VMAP0 data, and thereby establish a clear traceability of the map.
