The proposal is coming from a department and involves ammending an act, so it has to be passed to the National Assembly. * In any case, it's not scheduled to happen on 2008. The head of department said it could happen on September 2007, as we begin school terms in that month. Again, it depends on legislative approval. * The currently used meridian is 60º W, in the most eastern part of the country. The new meridian will be 66º, crossing the town of Río Chico, at the middle of the country, so it's expected that the new timezone will be at UTC-0430. In any case, I'd be happy to know what's the standard process on announcing modifications to the public domain timezone database. Jose

There is a proposal to advance of the Indian Standard Time (UTC + 5:30) by half an hour to being 6 hours ahead of the Universal Coordinated Time (UTC + 06) and to reject suggestion for introducing multiple time zones and/or DST. Here are excerpts from an article that appeared in the Indian publication "Energy savings from advancing the Indian Standard Time by half an hour", by Dilip R. Ahuja and D. P. Sen Gupta, National Institute of Advanced Studies, IISc Campus, Bangalore; CURRENT SCIENCE, 298 VOL. 93, NO. 3 http://www.worldtimezone.com/dst_news/dst_news_india01.html ........... The proposal We propose that we advance, once and for, all IST from being the time at the 82.5°E long. (Mirzapur District, Uttar Pradesh) to 90°E (Bengal-Assam border), i.e. from being 5 h 30 min ahead of UTC to being 6 h ahead of UTC and that we do not cycle the clocks annually. ............. If this proposal of advancing IST is found acceptable, we believe that 1-2 years would suffice to plan for a smooth transition. Venezuela will revert to UTC-04:30 next year

Hello, I found the following article in a Brazilian newspaper (in Portuguese): http://www.agencialusa.com.br/index.php?iden=9926 From what I can understand it says that Venezuela will go from the "-4 hour GMT" to the "GMT-4,5 hour time zone" on 2008-01-01. I am not sure if they will revert at midnight or at half an hour after midnight (in the old time zone). It is a little bit confusing, because it says many places that they will advance their clocks by 30 minutes (from UTC-4), which technically would mean that they would enter UTC-3:30. However, it says that meridian 66 will determine the new time zone, and since 66/15=4,4 hours, *and* they have been in the 4,5-hour time zone before, I think it is likely that they are going back to that time zone.
