Just to update, in addition to James' work, Patrik also passed it on to the root server operators. Facebook seemed to indicate he was at DNS-OARC and could be at NANOG.

The B root server is actually maintained by Information Sciences Institute (ISI), University of Southern California (USC). That information is listed here: http://www.root-servers.org and https://b.root-servers.org and the contact email is supposed to be: b-poc@isi.edu.
It is likely some of their personnel were participating in DNS OARC 27 and may be currently attending NANOG 71 in San Jose, CA at the moment. If you know anyone there, maybe they can link you up to the operator.
