QUESTION: Can Telegram, Signal or any other similar app call landline phone numbers anywhere cheaply from anywhere in the world WITHOUT first requiring a phone number (like Google Voice)?

I still love the Skype sound but hardly use it now. Cannibalization of the user base by competing Teams by MS plus the tenuous link to complementary goods in the MS world is the writing on the wall.
