As an outcome of the meeting the *NETmundial+10 Multistakeholder Statement “Strengthening Internet governance and digital policy processes*” <https://netmundial.br/pdf/NETmundial10-MultistakeholderStatement-2024.pdf> was released. *Prior to the meeting a *Preliminary NETmundial+10 Outcome Document <https://netmundial.br/pdf/Preliminary-OutcomeNETmundial10.pdf>* was shared as a reference text for negotiations. The preliminary document was prepared based on the *stakeholder contributions <https://netmundial.br/consultation/contributions>* received from the public consultation.* *At Large Participation* At Large was well represented both in the room and remotely during the meeting with several members taking the floor to share their points or submitting them in the chat. *Key Highlights of the Multistakeholder Statement* *The non-binding multistakeholder statement has four sections:* *Section 1* *Reflects the **growth of **challenges to Internet governance and digital policy processes* since 2014. These include challenges of power asymmetry, uncertainty, inequalities and deepening divides brought in by rapid digital transformation and innovation in society. *Section 2: * Lays out the *principles for Internet Governance and Digital Policy Processes*. It reiterates the relevance to the NETMundial 2014 process principles; stressed the need to ensure the multistakeholder process principles are fully implemented by all stakeholders and the necessity for coordination of governance spaces. Since Internet is a global resource it should be managed in the public interest, in accordance with international law and international human rights law. Section 3: Is on *applying the multistakeholder approach and improving multilateral processes*. · The first subsection highlights the *need for improving stakeholder participation in multilateral processes*. Evolving the multilateral processes to make them more inclusive empowering meaningful participation of all stakeholders and adopting robust accountability mechanisms are some of the suggestions made. ·The second subsection lays out *thirteen guidelines for multistakeholder collaboration, consensus-building and decision-making*. These include need to address the asymmetries between diverse stakeholders, meaningful dialogue, respect for international human rights principles, inculcating shared responsibility, upholding accountability and transparency of stakeholders based on their respective roles to ensure meaningful outcomes of the multistakeholder process, capacity-development efforts that enhance the understanding and skills of stakeholders, particularly from developing countries and underrepresented communities. · The third subsection recommends *twelve process steps-oriented guidelines for an open and inclusive multistakeholder process*. These include, scoping the issue; identifying all relevant stakeholders; actively engaging stakeholders throughout the process, Share information; providing clear and full information about the process, objectives; ensuring equitable participation; facilitating dialogue; preparing draft outcomes; factoring in feedback from wider community, fostering open decision-making implementing accountability in decision-making and monitor and adapt processes. Section 4 Focuses on *inputs to ongoing processes*. · *IGF*- It recommends strengthening the IGF through financial, technical and human resources) support; improve the dialogue and coordination between global, regional and national IGFs, and improve procedures to guarantee inclusive, transparent and accountable deliberation, to generate both legitimacy and effective outcomes. The statement further calls for the IGF mandate to be renewed for another 10 years. ·*Global Digital Compact* – The statement cautions the GDC to avoid creating new structures or processes rather proposes to strengthen and improve existing ones. IGF is pointed out as the appropriate venue to follow up and monitor implementation of the GDC’s commitments. The statement proposes that IGF and its ecosystem should facilitate the implementation, monitoring and follow up of the GDC, in collaboration with other UN agencies such as the ITU, UNDP, UNCTAD, UNESCO and UNICEF, through the WSIS Action Lines, using the WSIS Forum and with the UN CSTD. platform for intergovernmental engagement in the monitoring and follow up process. ·*WSIS+20 Review* – The statement acknowledges the role played by the World Summit on the Information Society (WSIS) for fostering cooperation among the different stakeholders to collectively address the opportunities and challenges brought about by the digital age for technical and public policy issues in digital governance. Thanks Amrita and Avri for these thoughts. The At Large group, whatever hat we were wearing for our input, really worked collaboratively and had a pretty sizable impact on the final document -- although it was all pretty much done on the fly. I was virtual, but I felt that most of the stakeholders attending were moving in the same  general direction enabling these changes noted. If I may I would like to add 2 things I think were major change in the direction the document took:

- the scope of the discussion was extended to digital policy, through out the document it is internet governance and digital policy.  This may affect some of the follow discussions of the GDC . It implicitly argues that digital policy does not need to involve the creation of a whole new power center on the topic. It also plays into the NY v Geneva tugs of war that are ongoing

- it moved away from an undefined monolithic notion of multistakeholderism to a more nuanced notion of a multistakeholder approach made up of many models and methods. This contributed to the discussion of how to improve the practice of multilateralism that Amrita mentioned.

In terms of the IGF, its role as a forum, where different groups working on similar issues could come together in cooperation, was emphasized.

I was impressed at how the the AL component, gathered together on whatsapp, to include both onsite and online, to provide mutual support and in some cases to work together to achieve goals.
