I understood from the discussion on yesterday call that the concerns with the original text of Principle 5 are:
- Some substructures of certain SOs/ACs feel that as members of the substructure, in their daily work, they may not be bound by bottom-up multistakeholder model of governance
- Some substructures of certain SOs/ACs feel that the Internet governance is evolving, and they don’t want to be limited by the mention of the multistakeholder model
First, the continuous improvement is to replace the organizational reviews of the ICANN community constituents, namely the SOs, ACs and NomCom. And all parts of these constituents are organized inside ICANN according to the ICANN mission, commitments and core values. Any kind of continuous improvement can’t be outside of the ICANN bylaws with its mission, commitments and core values. Their activities outside ICANN don’t concern the continuous improvement in any way. But their activities as substructure of an SO or AC is an ICANN activity that is bound by the ICANN bylaws. The multistakeholder model is part of the ICANN commitments stipulated in the ICANN bylaws
As for the evolution of the Internet governance, and as most of you know, we are strongly fighting to confirm the multistakeholder as the Internet governance model that some parties are trying to undermine in the GDC and WSIS+20 processes. If the CIP CCG thinks that the multistakeholder model is embarrassing, I would like to strongly disagree with this and I do think that any continuous improvement must be compliant with the multistakeholder model, and that’s why principle 5 shouldn’t be modified to remove the part related to this model.
