Given the goals of CROPP, Derisma Queslin has little to no experience or previous involvement in ICANN and ICANN At-Large and therefore not a qualified person to do outreach on the behalf of At-Large.
However, given that the CROPP has a residual purpose of outreach and engagement, a case could be made that Derisma Queslin from Haiti could attend with the goal of having that person become more engaged in ICANN At Large but without direct mentoring, that goal would not likely be successfully realized.
The proposal submitted by Jacqueline Morris falls directly inline with the desired goals and outcomes for CROPP. Given we have available CROPP slots, the goals and outcomes of CROPP can be realized by sending both proposals. The proposal for Desirma Queslin be updated to focus on engagement and the proposal for Jacqueline Morris continues to focus on outreach and she can also mentor Derisma as described earlier.

It was NOTED That Bartlett Morgan HAD Obtained a fellowship to SSGI 2016 from March 29 to April 2016 January 2016 so I would need some Outreach materials before then.
