However the Tally vote summary at https://tally.icann.org/cgi/results?e=be9dd5eafc3 highlights very serious issues in how the vote was done. Instead of the expected 3 vote options, there were 6 vote options, with 3 vote options in English and 3 vote options duplicated in Spanish. The vote summary showed that several people voted for two options while some (like me) voted for only one option. Having 6 vote options with 3 duplicate options raises several concerns : - Because some persons voted twice, the summary totals provided by Tally are misleading because these are not unique count totals. - If someone had voted for two completely different options (e.g. for a candidate and then an abstain option or for two different candidates), how would this be handled? - More critically, were the vote weights calculated correctly if a person only voted one option or if a person voted two options ? Having multiple duplicate options only serves to undermine the confidence of the vote and underscores the need to have open votes so that voting is transparent and auditable. Any vote should only have unique, distinct options and never duplicates. Furthermore, Tally was either configured to allow (or Tally is unable to prevent) persons to vote multiple times. There is mention in the summary that such votes are noted as duplicated (and hopefully discarded) but multiple votes using the same ID should not be allowed at all. Dear Staff:
A secret ballot is a change in the procedure for LACRALO. There cannot be a secret vote in LACRALO.
The central idea is for decision by consensus. And every other thing follows from this principle.
A vote event is considered a general assembly. In a face-to-face assembly, the entire membership will see who is nominated and who votes.
It is also the right of every member to directly audit any vote. This is especially significant in a process with weighted votes.
So with respect, LACLARO may not have a secret ballot or vote.
