I think it's committed, but it depends on what is considered commitment... there's been a lot of $$ input into ways for online activity, for translations of documents (more needed, but a BIG improvement from 5 years ago), the Fellowship programme and access to ICANN processes for a lot of people from the developing world. The GA is important to LACRALO, but it isn't contracted, nor is it a request from other RALOs as far as I know.
You know there is a negative perception with regard to travel support from many people outside ALAC - the idea of participating in ICANN, via working groups, mailing lists etc vs "getting a paid holiday". And with the Accountability and Transparency issues, it's important for ICANN to look at perception. (The Dakar hotel PR fiasco didn't do much to make the At Large look accountable and responsible)
Also, a GA at an ICANN meeting will have LACRALO ALSes in their own meeting, separate and distinct from the ICANN meeting, at least for the 2-3 days of the GA. So why does the GA have to coincide with the regional ICANN meeting? The LACIGF always has representatives of the ALSes, we could piggyback the GA onto that next year, or in 2013 and spend time and energy getting funding and organising it as a major regional end-user event!
It's as important for us to show commitment to ICANN and to IG policy development in the region as it is for us to see that ICANN is committed to us.

Given that the deadline for ICANN Travel forms is MONDAY, I doubt that there will be all ALSes attending, and hence a LACRALO GA. But I think that it would be a wasted opportunity to cancel the Showcase, as it is a great opportunity to let the ICANN community know that LACRALO is the largest RALO (38 members) and has been instrumental in the creation and ongoing growth of ICANN's translation programme...

Exactamente Fatima, sería más costoso (ya que habría que tener en cuenta el costo extra de los miembros de ALS que ya están costeados dentro proceso normal de ICANN y del Fellow). El motivo de hacer coincidir las Asambleas generales con los meetings de ICANN es darle la oportunidad a las ALSs de conocer como funciona el mundo ICANN, exactamente el mismo propósito del programa de Fellowship que tú conoces tan bien. Por otro lado, según los resultados de la encuesta que respondieron las ALSs de LACRALO con respecto a su relación con sus cctld, sabemos que la misma es muy escasa o inexistente; y por eso no sé de donde surge la idea que los cctld estarían dispuestos a darnos ayuda financiera para nuestra Asamblea General. Feliz 2012 para tod@s. Desde Internauta Argentina compartimos lo expresado tanto por Sylvia como por José Ovidio. Las organizaciones que representamos a quienes hacen rodar la tremenda maquinaria de la industria mundial del software, el hardware, los servicios de Internet, las Telcos, ICANN & Co. con nuestro uso y consumo de bienes y servicios tenemos que ser tomados un poco más en cuenta, por lo que pensamos que definir como un tema económico a la realización del Showcase con la presencia física de las ALS´s del próximo encuentro nada menos que en Costa Rica (país que como pocos le debe tanto de su desarrollo económico a las oportunidades que desde allí le dieron a Intel y otras empresas de las que estamos hablando) es deliberadamente distraer la discusión. El desarrollo de una Asamblea General de las Estructuras de Alcance de cada una de las Regiones debería estar en la agenda del Directorio de ICANN si es que tienen el debido respeto por los usuarios/consumidores/sujetos de derecho que mantienen la industria de las TIC´s Y está más que claro que quienes son los jugadores más fuertes de este negocio (entiéndase que hablamos de las empresas del sector TIC´s) tienen que hacerse responsables a la hora de materializar este tipo de encuentros PRESENCIALES, que fortalecen y mucho al resto de las reuniones y encuentros en línea que constantemente mantienen esta y las otras Organizaciones Regionales de Alcance. Quien utilice como excusa el tema presupuestario para no llevar adelante la Asamblea, prevista y definida en Dakar para realizarse este año en curso, solo esta desviando el eje del asunto. Por otra parte coincidimos plenamente con lo planteado por Sylvia en función de las reuniones presenciales, en un mundo de bits y bytes aún es insustituible el contacto directo de las personas.
