Carlos, Please... Read the rules, read the process, read the archives, the precedents, and read the response from the staff. It's not just my POV, it's the actual process. It's put down in plain language, not legalese. It has been followed for every single one of he ALSes currently accredited. To try to make a change now is passing strange. What about the other ALSes that were accredited at the same meeting on March 14th; or even all the other ALSes that were accredited. For example, we can refer to the AF and EU Ralo meetings in Lisbon in 2007, or the LAC and NA meetings in San Juan also in 2007, at which ALSes were accredited and immediately participated in meetings and decisions without any courtesy email being sent. Or any of the other ALSes who NEVER received a courtesy email upon accreditation, as this process was not in place until after the first RALOs were formed.
Of course, if you wish to implement such rules, in the interest of transparency as you say, there are working groups currently in progress that are looking at things like this. Join one, or more than one.

Im very Interested on my near future participation, to create a WG or something like that, in charge to control and to do interpretation of Bylaws rules and O.P rules, because there are many rules unfulfilled or violated in many ICANN ACs/SOs, and there are no sanctions for that, this is, on my point of view, a serious situation to solve. Im seeing a very strange manage of the rules and using it in order to satisfy some interests.
I learnt in my ICANN life, that there are many opinions and differents point of view, and not always my own opinion is the best, perhaps many others understand this. Im sure we can build a better organization.

Jose Sorry to have to disagree with you, but what Carlos wrote is NOT true.
The rules are very clear. An ALS becomes an ALS via a certain process. That process TERMINATES with the vote of the ALAC. That vote in favor of the organisation becoming an ALS, and that vote ALONE is what is necessary to have an organisation become a ALS and hence part of the RALO structure. As such, all the ALSes certified in the vote on March 14th were, at the close of the vote and the announcement of the results of such vote, ALSes, and welcomed as such into the At Large by the Chair of the ALAC. I was there, I saw it happen. There can be no dispute as to whether those ALSes were, from that moment, active and participating ALSes in the RALO system.
So, given that the GA began AFTER that vote, all ALSes certified by ALAC, including those certified on the same day, were eligible to participate, and did so.
It's extremely clear on reading the documents, as is the fact that the Welcome email that sparked all this circular discussion and supposition is a Welcome email to the new ALS, a COURTESY, that explains a bit about the AtLarge. It has nothing to do with the process of certifying an organisation to be an ALS or not.

When ISOC T&T was aprove, the presidnte of that organization ask me personally if it would be possible that ISOC T&T can participate in the events in Costa Rica. I found no reason to deny this request, ALAC desicion had already been taken, and representatives were there in the meeting. Jacqueline. The communication, more than to be a simple courtesy, is important for a validity of act, because it give notice to our end users in the region, and All around the world, of the ALS certification and give the transparency needed and mandatory in our ICANN bylaws. After to notify the ALS certification, and not receive it any objection, the ALS can participate actively. Before that, the act of certification is unknown for the end users and the transparency needed is not completed. It is my point of view, and of course could be discussed. As I'm not a lawyer, maybe there's something I missed, but from what I know as ALAC procedures, from sitting on both the Interim ALAC, as well as ALAC and being Chair of both, the ALS is certified at the end of the ALAC vote, and fully able to participate, and the welcome email is simply a courtesy.
However, given that Cintra was NOT the ISOCTT rep at the GA, but rather, a rep of an ALS certified since 2006, I think your point about her participation in the GA being null and void fails based on this reason as well.

Jose I believe you raised this query during the first day of the general
assembly and it was dealt with then.
It is really for the ALAC representatives from LACRALO who had the
responsibility to vote on this ALS application or the secretariat or staff
to respond to you, but in the interest of time maybe I can clarify
that ISOC-TT was ratified as an ALS on 14 March, there was some delay (i'm
assuming because of other pressing matters) in staff sending this email.
