Estimados colegas Como parte de esto grupo de trabajo les pido que miren los puntos levantados iniciales para la escoja de la organización que deberá ser contractada como expert. Yo personalmente he hecho algunos comentarios que están en la wiki acerca de: 1. el punto de diversidad que para mi es necesario que los expertos contrastados tengan vivencia en diversos países no solo clientes en estos países y 2. La experiencia en ICANN. A mi lo relevante es que tipo de experiencia en ICANN – participar en el mercado no es necesariamente lo recomendado, tampoco experiencia en la comunidad de propiedad intelectual… para mi debía tener experiencia como participante en la comunidad de preferencia como simples atendente para una vision más amplia de todo el complejo de ICANN Si tienen puntos que les parezcan relevantes, agradezco sus comentarios, en nuestra lista o en la WIKI. Comparto las dos propuestas de Vanda en cuanto a que el Experto Independiente debe tener un conocimiento de las vivencias en los diferentes países y no solo un conocimiento teórico . Sin conocer el contexto interno y la idiosincracia de las personas en cada país le será muy difícil tener idea clara del significado real de ciertos hechos, acciones e incluso palabras, ya que el mismo lenguaje tiene a veces expresiones o palabras que pueden no ser comprendidas en su contexto. También comparto lo dicho respecto a que es necesaria la experiencia en ICANN, que es un Organismo bastante complejo y requiere tiempo y dedicación para conocerlo. Me preocupa la pregunta de Carlos, no se me ocurre respuesta y me parece una pregunta esencial. El hecho de que los expertos reúnan las condiciones adecuadas para su cargo va a depender de lo que se establezca como requisitos necesarios para su nombramiento y también de los criterios y métodos de designación que tengan las personas que lo designan. Gracias por tus comentarios Aida, en el GNSO council tuvimos una MUY MALA experiencia con unos expertos externos (Westland) que fueron “generosamente" contratados para hacer un estudio cuyo resultado ha sido de muy baja aceptación. Tenemos que evitar a toda costa que sea una decisión exclusiva del Staff y comentarios como los tuyos DEBEN REFLEJARSE EXPLICITAMENTE EN LOS TERMINOS DE REFERENCIA (Charter & RFP). Carlos no sabía de la experiencia pero estoy de acuerdo con más razón que eso debe reflejarse en algún documento. Como parte de esto grupo de trabajo les pido que miren los puntos levantados iniciales para la escoja de la organización que deberá ser contractada como expert. Yo personalmente he hecho algunos comentarios que están en la wiki acerca de:
1. el punto de diversidad que para mi es necesario que los expertos contrastados tengan vivencia en diversos países no solo clientes en estos países y 2. La experiencia en ICANN. A mi lo relevante es que tipo de experiencia en ICANN – participar en el mercado no es necesariamente lo recomendado, tampoco experiencia en la comunidad de propiedad intelectual… para mi debía tener experiencia como participante en la comunidad de preferencia como simples atendente para una vision más amplia de todo el complejo de ICANN

ICANN Bylaws require independent reviews of its organisationsal effectiveness to reinforce its various accountability mechanisms to the community. The first review of the At-Large Advisory Committee (ALAC) <https://community.icann.org/x/NxAnAw> was held from 2008 to 2012. The focus of that review was on ALAC itself because the Regional At-Large Organisations (RALOs) and their At-Large Structures (ALSs) were newly established and it would have been inappropriate to review them at that time.
The current At-Large Review <https://community.icann.org/x/Y5MQAw> is underway. The focus of this Review is to examine organizational effectiveness of the At-Large community, with the focus on the five RALOs and the nearly 200 ALSs. This review is scheduled to begin approximately in April 2016 and be carried out by an Independent Examiner. Involvement of the At-Large community as well as input and participation from the broader community are important components of this review process.
As discussed in ALAC Meetings, the Organizational Effectiveness Committee of the Board <https://www.icann.org/resources/pages/organizational-effectiveness-committee...> has requested that an At-Large Review Working Party <https://community.icann.org/x/aZMQAw> be assembled to function as a liaison between the ALAC/At-Large community, the Independent Examiner and the Organizational Effectiveness Committee of the Board to provide input on review criteria and the At-Large assessment, coordinate interviews and objectively supply clarification and responses to the preliminary findings and recommendations. Once a final report is issued and the Board takes action on it, as appropriate, the At-Large Working Party is expected to coordinate with the At-Large community to prepare an Implementation Plan and champion implementation of improvement activities.
